So everyone up the level is doing dirty sex things and everyone down the level is trying to get rid of those as they know the way up. whether they like it or not. This could be a side quest for a post apoc game. Add a cult that the gov’t is involved in and do that as a n idea that sounds boring at the local level but if they look into goes straight to the top.
